How to Bid on a Tract of State Owned Land or State Agency Mineral Lease
The basic procedures for bidding on a tract of land for a state or state agency
mineral lease are set forth below. For comprehensive requirements, please refer to the Leasing Manual.
Basic Procedures

Register with the Office of Mineral Resources by submitting a completed Prospective Leaseholder Registration Form

Check the official State Mineral and Energy Board Schedule and confirm the bid submission deadline for the State Mineral and Energy Board Lease Sale at which the tract is up for bid.

Check the official advertisement, notices, and bid procedures and prepare a Bid Packet that includes the following:
- Bid Form
(paper only)
- Portion Bid Written Property Description (paper and Word file)
- Portion Bid Plat (paper and PDF)
- Portion Bid DXF File (if applicable)
- Bid Thumb Drive (Portion Bid Written Property Description, Plat, and DXF) Note: Starting January 1, 2024, the Office of Mineral Resources will no longer accept Compact Disc (CD's) for Nominations or Bids. Thumb Drives will be required.
- Cash Payment
- 10% Leasing Fee
- $30.00 Per Acre Payment
- Bid Form
- Submit the Bid Packet by the bid submission deadline published in the official State Mineral and Energy Board Schedule to the Office of Mineral Resources by courier delivery to "Attention: State Mineral and Energy Board, 617 North Third Street, 8th Floor, Baton Rouge, Louisiana 70802" or via mail to "Attention: State Mineral and Energy Board, Post Office Box 2827, Baton Rouge, Louisiana 70821-2827". Lease award shall be announced on the State Mineral and Energy Board Lease Sale date published in the official State Mineral and Energy Board Schedule.
