How to Assign a State Mineral Lease

The basic procedures for assigning an interest in a state mineral lease are set forth below.  For more information, please refer to the comprehensive requirements.

Basic Procedures
  1. Register with the Office of Mineral Resources by submitting a completed Leaseholder Registration FormAdobe Acrobat (PDF) if not already registered.

  2. Assignment or other Transfer of Interest documents must be signed by the Assignor(s) and Assignee(s), witnessed by two (2) witnesses per signature with printed names underneath, notarized, and received in the Office of Mineral Resources by the date of the Lease Sale for the month prior to the month on which it will appear on the Docket for approval by the State Mineral and Energy Board.

    If the assignment is of a partial interest or is for only a portion of the lease, visit the information in the comprehensive requirements.

  3. Assignment or other Transfer of Interest documents must be accompanied by Forms B and C.  Form B, the Statement of Conveyance, states the working interest decimal of all working interest parties before and after the assignment or transfer is approved.  The working interest decimal of all parties on the Form B prior to approval of the assignment or transfer of interest must match exactly the working interest decimals of all working interest owners in the state lease as shown on the SONRIS system of the Office of Mineral Resources.  Form C certifies the bankruptcy status for the Assignor and Assignee.  Forms B and C can be found on the Office of Mineral Resources forms webpage.

  4. Assignment or other Transfer of Interest documents must be accompanied by a check payable to the "Office of Mineral Resources" in the amount of $100.00 per state lease number to cover docketing fees, in accordance with Policy Resolution #15-07-052 effective July 8, 2015.

  5. Submit the assignment packet by courier to the Office of Mineral Resources, Attention Docket and Lease Ownership Section, 617 N. Third Street, 8th Floor, Baton Rouge, Louisiana 70802 or via U.S. Mail to Office of Mineral Resources, Attention Docket and Lease Ownership Section, Post Office Box 2827, Baton Rouge, Louisiana  70821-2827.
