BAILEY TALKS WITH OIL MINISTERS ABOUT LOUISIANA'S OIL LEASING

Sandra Bailey, Deputy Assistant Secretary for Mineral Resources at the Louisiana Department of Natural Resources, has recently traveled to Caracus, Venezuela to meet with oil ministers on the topic of the state's mineral leasing program. In March of this year, she met with Venezuela's Minister of Energy and Mines Ali Rodriquez, and Director of Hydrocarbons Bernardo Alvarez.

Bailey was invited by Alvarez to exchange information on Louisiana's management system of collecting, accounting, and auditing revenue from oil and gas leasing activities in the state. With a 27-year career with the State Mineral Board and DNR's Office of Mineral Resources, Bailey's expertise is in knowing the history of the state's land and waterbottom leasing program.

"Venezuela is looking at its natural gas reserves and how they might begin leasing arrangements in their country. They hope to interest meduim to large exploration companies to their gas reserves," she said. Bailey provided samples of mineral lease forms, nomination requirements, and conservation regulations, as well as a list of Louisiana bidders.

An accounting graduate of McNeese University, Bailey first began working for the state Mineral Board in 1973. She was promoted to Audit Director in the Mineral Income division of OMR in 1992. Since October 1999, she has been acting Deputy Assistant Secretary for DNR's Office of Mineral Resources.
