Caldwell Receives Award for National Policy Work
Louisiana Department of Natural Resources Secretary Jack Caldwell recently received special recognition from the national Coastal States Organization (CSO) for his work on federal legislation (CARA) that would have increased revenues to coastal states. CARA (Conservation and Reinvestment Act) was fully supported by the CSO, backed by all 50 states' governors, passed by a wide margin the U.S. House, but fell short of passage in the Senate.
Formed in 1970, the organization serves as a nonpartisan forum for debate, discussion and resolution of national coastal issues and problems. CSO also helps to develop and implement national coastal policy. CSO delegates from thirty states and five territories met in New Orleans this week to hold business sessions, field trips, and an awards ceremony hosted by CSO Treasurer and Louisiana delegate Terry Howey. Dr. Howey is DNR's Coastal Management Division Administrator.
PHOTO: Secretary Caldwell was honored with a wooden tern decoy and plaque during ceremonies held at the Le Pavillon on December 4, 2000. CSO past chariman Eldon Hout of the Oregon Department of Land Conservation and Development presented the award.
