Reporting Irregularities Concerning Promotional Announcement Process

If an employee feels there are any irregularities in the promotional announcement process or violations of the Delegated Authority Agreement, he may report it to Civil Service by writing to the following address:

Reports of irregularities must be in writing and the individual reporting the irregularities must identify himself or herself. Anonymous complaints will not be investigated. A report must be submitted within thirty days of the effective date of the promotion.

The following are not considered valid complaints and should not be reported to Civil Service:

  • Employee disagrees with the promotional decision because he has more seniority than the person selected or believes he is better qualified than the person selected.
  • Employee believes that "favoritism" was behind the decision.
  • Employee had a higher grade than the person appointed.

VALID COMPLAINTS OF IRREGULARITIES would be such things as:

  • Vacancy was not posted on JOB SEARCH for the full two weeks.
  • Position was filled but applicants were never notified of the results.
  • Position was filled by promotion of someone who did not apply within the open period.
  • Position was filled by promotion without announcing internally on JOB SEARCH.
  • Employee applied during open period by was not considered.
  • Applicant was discouraged from applying or told unofficially that he did not qualify and not to bother submitting an application.
